old metal water line

A new plastic water line has been installed at a house and the old metal water line capped in the mechanical room. (It was from a private well.) Can the old metal water line be used as the required water pipe grounding electrode along with one ground rod? The house is older and there is no UFER.
 
It is a metal underground water pipe, so it is suitable as a grounding electrode, assuming it has at least 10' in contact with the earth. However one ground rod, is not sufficient as the required supplemental grounding electrode unless you can show it has a ground resistance of 25 ohms or less.
