Old Mobile Home has 4 wire leaving panel, Park has a 3 wire service lateral.

As stated in title, my home has a 4 wire whip leaving the panel. Under the home the parks 3 wire service lateral comes out of the conduit and meets my 4 wire whip. The neutral and ground from my panel are bonded/spliced to the parks neutral. the other wires were connected the same, floating in the air about 6' above ground. In my panel my neutral got hot and melted back the coating, this is what prompted me to investigate. I notified management and town CEO, a 3rd party inspector came out and no one is saying anything to me if it is safe or if i have anything to worry about. My understanding is the neutral/ground bond is what caused the damage in my panel. The park had an electrician redo those connections as is and put gel packs on them then buried them below surface and placed a green hand hole can over top. They also added a wire in my panel going from the ground bar to the neutral bar. That was never there before and they claim that is why my neutral melted. My understanding is that the 4 wire needs to go all the way to the meter where the shut off switch is located. Any help or insight is appreciated. The electric in my home only gives me issues under heavy load like running the vacuum which causes the lights to dim.
