Old Panel

I know there are folks out there who can help me identify the main device in this panel. Is it just bus stabs? Fuses? Something else?

Looks like an old Lincoln Electric panel, 3Ø with pullout fuses as the main. Can't really tell from the quality of the photo but I think that is a LE nameplate. Could be Federal Pacific circuit breakers.
