Old Sub-panel Feed

I have a customer with a main service panel feeding a house sub-panel. The installation was done in 1974. The electrician fed the 200 amp house sub-panel with two 100 amp breakers tapping line one off each breaker for one leg of the sub-panel, and line two off each breaker for the other leg of the sub-panel. One of the breakers is now beginning burn on the bus bar. To my understanding this is not a legal installation. Can this be repaired or does a new main service have to be installed with a 200 amp breaker to the house sub-panel? Thank you, Trent

Just my opinion but from the photo that entire mess needs to end up in a land fill.

Sounds like a perfect place for a 200 Amp "Feed-Thru" service center in place of the old box that you show in the picture.
