I opened up a panel the other day that was in a warehouse, which the warehouse was only about 3 or 4 years old, and I noticed that they had multiple circuits using just one ground going out the panel and dasiy chaining the gounds together to each device which in this case it was rec and lights. Is this legal?

This is one of those situations where wording can make a big difference.
Does your term "ground" reference an equipment grounding conductor or a grounded conductor (in this case, neutral) ?
In either case, it is most likely Code compliant, but there would be specifics once we identify which "ground" you are referencing.

One EGC can be shared by all of the circuits in the raceway. If the raceway is metallic you probably wouldn't need a wire type EGC at all.

As long as the egc is sized to the largest size conductors in the raceway then you are fine. Thus, if you had #8 and # 12 ungrounded conductors in the raceway, then one #10 egc is all you need.
