"One Line Diagram" Experienced Electricians needed.

My company is doing a lot of Arc Flash study lately. The problem that I have is finding good electricians with experience in Updating and Completing One line diagrams for industrial electrical systems.
This could include or not getting Electrical Data from the equipment (cables, switchboards, panels, MCC, Motors, settings etc.)
The end product should be a Signed Up to date One line diagram,
for the facility.
For now we are looking in the San Diego Area.

I don't know that we've had any luck getting electricians to put together or field check a one-line either. What tends to work is a field engineer paired with a plant electrician to open things up and make sure it's safe for the engineer to gather data.

I end up walking around with the EC (house or outside), and I (or one of my employees) gather the information that my calculations will be based on.
I would be hard pressed to explain an accident that occurs where my calculations are based on faulty information gathered by some other person not in my employ.

Speaking of gathering valid information, there was a post elsewhere, where the facility received a arc flash hazard calculation based on fixed time periods for OCPD to trip, rather than the OCPD characteristics themselves. I guess the company that provided the calculations didn't have a facility walk through and data gathering in their scope. Yikes!

Simple task we do this all the time for Arc Flash, Coordination studies or to just have an correct one line available for viewing in the main electric room.
