One main disconnect w/ 2 breakers to old panel and newer ('60's) panel ground quest.

Older late 40's concrete home with an addition in 1965. On the outside of the house, wires come in through drop to meter, then to a panel also mounted outside with two 60 amp main breakers. One set of wiring goes inside and feeds the original panel mounted in a closet, and the other feeds a panel installed circa 1965 through conduit mounted under the eves in a porch about 20' feet away.

The old part of the house is 2 wire. The new part is 3 wire. The "newer" panel was grounded at a water pipe, and the neutrals and grounds terminated at the same bus bar. It's been this way for 50 years. Is this correct?
 
I am unclear of your situation but if it is the main panel then the neutral and grounds are terminated under the same bar. They get separated after the service disconnect.
