One meter, two panels

Is it acceptable to run from a meter on the outside of a building to the tenant space, hit a disconnect, then a wiring gutter, and finally branch off to two panels?

I think it is but just wanted to triple check as I don't do a lot of work with tenant metering and such.

EDIT; Is it ok if the disconnect is on the outside next to the meter?

Is this the only meter and disconnect for the building? Are there more tenants?
