One or 2 services in this building?

An existing building getting renovated has a thick 1.7 foot concrete wall dividing the two parts of the building.

The existing setup is... two different services, one to each of the two parts.

For the new renovation however, on one of the upper floors, the thick 1.7 foot concrete wall will be cut and this particular floor will have the two building parts connected.


Will be easier to understand from the pics below:

I'm not sure whether to keep the two separate services or combine to one service.
 
Two services, possibly three. My read is that the new apartment is over an office space, IE different tenants.
Maybe a house panel that is used for office and new public corridors. Granted it might be all inclusive, maybe not!

It doesn't matter what we might say the Owner & Local AHJ has the final say.
 
It may just make a difference if there is a self closing fire door or curtain in that corridor. Check this with the AHJ.
