One service or two services

Please see attached sketch has two main service disconnects: main service disco #1 and main service disco #2. Both disconnects are fed from one utility transformer with two service conductors.

Both main service disconnects are in electrical room. The electrical room has middle wall as shown in sketch that separates the two main service disconnects. The vertical space distance between middle wall and electrical room wall is 9 feet.

The two main service disconnects feed both tenants in the building Tenant #1 and Tenant #2.

Given above conditions and conditions in the attached sketch below would this be considered one electric utility service or two electric utility services based on NEC 2014? I looked at NEC 2014 230.2 and 230.40 but they are confusing.

You asked the same question in August with pretty much the same drawing so, guess what, the answers didn't change..

Its different please compare the sketches. Not the same question. That does not have middle wall

That's definitely a "sting" question...
If exception #2 applies then 230.40 exceptions apply,,,
Not going to wait 39 posts this time..
bring it up a 3rd time, it will get locked a third time
