I feel the same way.My primary supply house shows my default price for today as $106. Prices change regularly based on the price of copper.
There is no way I would trust someone selling it at the prices you show unless its a couple rolls at a garage/estate sale.

Probably failed QA at the factory and sold as scrap (or stolen).Word of Caution. Had someone get some of this cheap stuff, 250' 12/2 NM, and as it was being unspooled found multiple spots that had bared or open outer sheath, and found some spots just by luck probably with the conductors bared.
