Only using 30 out of 200 amps but I have a 200 amp breaker as part of a branch circui

Ok. So I am trying to figure out if this is a code violation on some work that's already been done. So there is a 400 amp main out on a service stand. Out of the 400 amp main, there are two parallel 3/0 3 conductor MCHL cables feeding a distribution gutter 200 ft away. Out of this distribution gutter, two more parallel 3/0 conductors feed a disconnect which then goes to a VFD and on to a 480 volt, 200 horse motor. That's all understandable, but my issue is this distribution gutter, there is another set of 3/0 conductors on the load side feeding a sub panel with a 200 amp main breaker. The "200 amp" breaker only feeds a 20 amp breaker for a paneltrans and a 20 amp breaker for a block heater). So I'm using 30 amps out of the 200. If it were me, I would have just installed a 600 amp main, distributed to the vfd and sub panel and not worried about it, but I am worried that it's a code violation simply because that main is 200 amps. The motor at 1.25 is about 300 amps, so I know that my wire size is ok and it won't overload the circuit. I'll only be using like 330 amps max but I just don't know if the inspector will look at the distribution gutter feeding a 400 amp disco and 200 amp main breaker and say it's wrong. Once you tap off of the parallel 3/0s with a single set, that tap to your 200 amp panel would need to meet the appropriate tap rule in 240.21. If thats the case it seems compliant
