The commercial job I am working at has a safety man for the general contractor, he is telling us that he wants no open splices on the temporary power. He is saying that it is an OSHA violation.

NEC 590.4 (G) allows splices on construction sites to be made without a box. I know that OSHA recognizes NFPA 70E, I imagine that they do not contradict each other.

So, is it his own personal rule? Maybe he is saying OSHA just to make things happen. I don't know.
Am I missing something? Is it an OSHA rule?

Ask him to provide you with the OSHA reference. This is the standard method for temporary lights and power on thousands of jobs, find out where he's getting his information from.

I wonder where he is getting this info. as well. And I doubt its validity. Well, since I am not the Forman on this job, I can only suggest this to the Forman, and I don't think he is going to fight the issue. It bothers me because I think that he is making this up!

Thanks for your input Trevor.

I dislike the flying splices...but w/o reference to make it happen otherwise ~ that's what we're stuck with.

Many Safety Directors are generally trained and only go by what they assume to be codes or rules, kind of like some Home Inspectors.

Many also wear more than one hat and have other things to try to keep up with.

I agree with Trevor, I would ask him to provide you with back up. (that's if you think it's worth the hassle)
