Architect is asking where the NEC defines 'open raceway' and/or states where it is acceptable to install low voltage cabling (24VAC and under, under 96VA) outside of conduit (no EMT, IMC, etc. - only j-hooks or rings etc.).

Architect is asking where the NEC defines 'open raceway' and/or states where it is acceptable to install low voltage cabling (24VAC and under, under 96VA) outside of conduit (no EMT, IMC, etc. - only j-hooks or rings etc.).

If the combination of a particular wire type and usage does not specifically require use of a raceway according to words in the NEC, then it is not required.
Some situations, such as concealed in walls or in plenums or environmental air spaces, may require either specially rated wire or use of a raceway.
The definition of raceway in Chapter 1 specifies enclosed, so an open raceway is not likely to be defined there.

Raceway. An enclosed channel of metal or nonmetallic materials designed expressly for holding wires, cables, or bus-bars, with additional functions as permitted in this Code.

A wireway is more general, and might be open, for example an open cable tray.
