Refering to NEC Article 250-4 (a), The earth shall not be considered as an effective ground fault path, What part would a low impedance Ufer system play with an open Utility Company service drop neutral in reference to over-current protection ?

Little to nothing. The total resistance is to high to help with OCP at voltages we deal with.
