operators as electricians

I'm at a facility that wants to have the operators perform trouble shooting and repair of electrical and instrumentation in an oil producing environment.. code is vague on who is authorized to perform such tasks.. my opion is leave this to the pros... any comments?

Ir is not within the scope of the code to determine whom can work on what. However the code does provide a definition of what a Qualified Person is:

"One who has the skills and knowledge related to the construction and operation of the electrical equipment and installations and has received safety training on the hazards involved."

There is also a proposal for the 2005 code that will expand on this definition.

Proposals Report of CMP-1 Proposal 128: Add FPN to Definition of "Qualified Person" FPN: Examples of this safety training include, but are not limited to, training in the use of special precautionary techniques, personal protective equipment, insulating and shielding materials, and insulated tools and test equipment when working on or near exposed conductors and or circuit parts that are or can become energized.
Your concern may be more in the scope of OSHA regulations, primarily: Subparts 1910 and 1926.
