What exactly does the above mean? Will raceways be used for both systems?

I suspect that Hole may be a typo for Pole, as in an onverhead line.
Provided that the fibre optic cable contains no metal of any sort, it should be fine in close proximity to HV conductors.
Here in the UK fibre optic cables are often placed near HV lines and I have never heard of any problem.

That's quite funny - but I'm sure not intentionally.
He might have meant pole but would you use cable to describe an overhead transmission line?
Most of the fibre optic cables round here (also UK) are run in their own ducts.
