Optional School Calc 220.86 - Minimum Lighting Load no longer applies in 2023?

In 2023, Article 220.10 & 12 (minimum lighting load) were relocated to 220.40 & 42. This took them out of Part II and into Part III. Well, when doing an Optional School calc (220.86), Part III is exempted ("...in lieu of Part III...").

So now we no longer apply the Minimum Lighting Load to the calc? And therefore, Table 220.42(A) is no longer used here? It seems we must tally up all connected lighting loads instead, which just feels wrong. Like, gives me chills, wrong.

Is this an oversight on the part of the CMP? Perhaps one of those pesky ripple-effect unintended consequences? If not, I'm surprised they didn't write an explanatory note to clue folks into the change. It's not something most people would catch, IMO. I only stumbled across it because of a course I'm teaching.

My gut tells me we should still use the MLL. What am I missing?
 
I notice the same issue for New Restaurants (220.88). But these appear to be the only two calcs (Schools and New Restaurants) that are affected by the change. Is this intentional?

The wording at the bottom of Table 220.88 seems to confirm that we shouldn't use the MLL or Table 220.42(A) for lighting.

The phrase "all electrical loads" would now exclude the MLL since it has been relocated to Part III of Art. 220.....rather, we would just add up all of the connected lighting loads with all other loads from Part II, correct? Then apply T220.88.
