OR emergency light requirements

I assume the OR is backed up by a generator, and the emergency ballasts are only to supply light during the time the generator takes to start? Is that right?

The emergency lighting in the OR is backed up by an emergency generator. How do I meet the 90 minute annual test if the ballast only last 4 minutes. I can not locate/find a ruling that states that the 4 minute duration is okay.

The emergency generator will take over with in 10 seconds and then would have to run for the 90 minutes. Aren't the ballasts to ensure that there is no loss of lighting during the switch over.

NFPA 101 31-1.3.8 Periodic Testing of Emergency Lighting Equipment states: A functional test shall be conducted on every required emergency lighting system at 30-day intervals for a minimum of 30 seconds. An annual test shall be conducted for the 1 ?-hour duration. Equipment shall be fully operational for the duration of the test. Written records of testing shall be kept by the owner for inspection by the authority having jurisdiction.
 
I just looked this up in the NEC. 517.63 requires a battery powered light that meets the requirements of 700.12(F) in anesthetizing locations. 700.12(F) requires 1-1/2 hours run time. So your light does not comply.

I think the reasoning is to provide some minimal light in a OR if the generator fails to start.
