I can get a permit without ever talking with a homeowner here.

Idk is there an "Estimate Accepted" in writing or on an app?

Person or business? Person probably nothing will happen if no written contract. If no lien then no reason to act. I usually send out email reminders every 3 days and anything over 1000 is written contract with my customer. Remember the last half of electrical contractor is contractor it's part of our jobs to write a contract.

Oral contracts are generally valid. The problem is that you have to prove that you have a contract if the other party or parties back out

Even if you have a written contract some people will just tell you to take them to court if they don't feel like paying.

It seems to me these are legal questions that should be answered by somebody with legal expertise. My suggestion is call your lawyer and ask him.
 
In New Jersey oral contracts over a certain amount (I believe $500) are not permitted. I hate to say it but you might never see your $12000. You also might get reported to the board.
