Ornamental Lights On Wood Deck

I live in a condominium. One of my neighbors has some temporary ornamental lights attached to the top of a wood deck railing. The power cord is held in place by insulated staples along the railing and eventually plugs in to an oudoor receptacle.

This makeshift installation looks potentially dangerous to me, especially on a multi-family building.

Any opinions, or can you point me to a code that would cover this?
