OSHA / NEC Requirements for Cover or Door for Electrical Panel Pictured ???

Can anyone please educate me on OSHA/NEC requirements for the electrical service (pictured) being required to have a door / cover? Also, can you please cite what standards or code would specifically prohibit a automotive repair shop from placing a parts wash machine (i.e., flammable materials) just feet away from such electrical service.


1910.306(g)(1)(iii)
Doors or detachable panels shall be employed for internal access. Where doors are used giving access to voltages from 500 to 1000 volts ac or dc, either door locks shall be provided or interlocks shall be installed. Where doors are used giving access to voltages of over 1000 volts ac or dc, either mechanical lockouts with a disconnecting means to prevent access until circuit parts within the cubicle are deenergized, or both door interlocking and mechanical door locks, shall be provided. Detachable panels not normally used for access to such parts shall be fastened in a manner that will make them difficult to remove (for example, by requiring the use of tools).

The panelboard in the picture has its cover on.

There is no requirement for the breakers to be under a cover.


As far as the parts washer it can't be directly in front of the panel but it can be beside it.
 
The panel looks okay (the required cover is in place), although the required 30-inch wide and 36-inch deep "work space" is not PRESENTLY clear. Shouldn't the "125v receptacles" (in a service garage) be required to have GFCI protection? NEC 210.8(B), 511.12.

As for the required clearance (to the floor), I also tell people to consider that the firefighter crawling through the smoke to shut off the power doesn't want to have to move stuff out of the way to get to the panel. Of course, this would typically only pertain to the main service disconnect, but the concept is still valid.
