OSHA or NFPA 70E?

When working with highier voltages or in Motor Control Centers i know there is certain standards that are needed to be followed like PPE, Lock out tag out, Etc.... but someone told me that when working in these situations there is a standard that says you need two qualified licenced electricians can anyone direct me to such standard?

It is definitely not NFPA70E, as that standard does not use the word 'electrician'.
 
Higher voltages than what? What type of work are you refering to?

Don't confused "Qualified" and "Licensed electrician", two very different things.
 
It depends on the jurisdiction. For example, there was some discussion on this thread about the rules in California.

Basically, California considers anything over 600V to be "high voltage" and, except for a few limited activities, requires work to be conducted by two people, at least one of which is a "qualified electrical worker."
