OSHPD CEC 5.7.32 (A) Lights on Life-safety branch are not allowed to be switched?

I'm designing a hospital room additions, and in the CEC of NEC code section CEC 5.7.32 (A), isn't allowing me to switch the EM light fixture as I would in an general office TI, unless (one or two circuits can be selected and both circuits cannot be extinguished at the same time). What does that mean?

Do I simply allow the fixture(s) on the life-safety branch to be a night-light (NL) and un-switched at all times? or, can I switch the center ballast/two center lamps with general circuitry and allow the un-switched EM life-safety circuit to connect to the outer ballast/outer lamps as a NL and on at all times?

What's the typical connection for this type of application?

Please help with clarification of this code section.

It is requiring basic level egress illumination 24 / 7

Do I simply allow the fixture(s) on the life-safety branch to be a night-light (NL) and un-switched at all times? or, can I switch the center ballast/two center lamps with general circuitry and allow the un-switched EM life-safety circuit to connect to the outer ballast/outer lamps as a NL and on at all times?
Either way works as long as the minimum egress illumination is constantly on.

What's the typical connection for this type of application?
We do it both ways
