I agree with kiloamp7 big time. I think that was an oversight by the engineer and will result in a change order if they know about the omission. Can you imagine trying to run vacuum cleaners or buffers without having someplace convenient to plug the equipment in?
The Code doesn't require them but common sense dictates them, it has to be an oversight.
The code doesn't require receptacle outlets anywhere else in commercial (besides for HACR equipment and store windows), so why should they in the hallway? I mean, you could easily have a 3,000+ sqaure foot room without a receptacle. To me, this is getting back to making the code a design manual.
