Ousside lineman safety in extreme weather

I am looking for links, articles, powerpoint etc on Outside Lineman safety when de-energizing down service drop in snow, ice, flood, or quake conditions.

For example a down service drop under fault loads of 50 - 200A at 120V L-G. Say open neutral on pole end - neutral melted into energized phase conductor at customer side laying on ground 100A circuit flowing.

Assessing safe approach distances to down ground-faulted 120V L-G lines in snow etc.
