I am installing a 60 amp underground service to an outbuilding.Do I need to use a 60 amp breaker in the sub panel for a main, or can I land my feeder wires on the main lugs?My main service panel is located in the garage.
 
You need a disconnecting means at the outbuilding, this could be a single main or in some case not more then 6 breakers.

Take a look at 225.30 through 225.40


You also need a grounding electrode system, see 250.32.
 
You also need to keep neutrals and ground wires seperated. You can use a main breaker panel or install a disco.
 
the answer might also be dependant on which Code cycle is in effect.
You might want to check 250.32, & 225.33-225.36 in your current Code.

If you ran a four wire I would isolate neutrals and grounds.
If you ran a three wire with no other metallic paths back to main building I would treat the same as a service and NOT isolate grounds and neutrals. Also use grounding electrodes at remote building.

The latter part of malty's post was permitted under the 2005 and earlier NEC editions but not under the 2008 NEC.
