On commerical project do you find outdoor receptacles are spec'ed more often to be in a pvc, aluminum or FS/FD box when having to use RGS conduit?

I know's there are factors such as project location( near water etc.) and type of job.

And I should add I'd imagine that most outdoor boxes for receptacles would have a female threded hub if RGS is being used?

Yes, when RGS conduits are used, it is a reasonable design for outdoor receptacle boxes to have a female threaded hub. In this way, the RGS conduits can be conveniently fixed onto the receptacle boxes through threaded connections, ensuring the tightness and stability of the connections.
