If you are talking about a giant outdoor refrigerator in someone's backyard, I'm inclined to agree you would need some means to disconnect power. ??? A fuse can open, causing the motor to single phase. A breaker will open all three legs at once. But, nothing wrong with the breaker being upstream of a non-fusible disconnect.reason is safety concerns, a fuse protecting the motor is more safe for the motor than the OP

Motors should be protected with properly sized "overloads" or other circuit opening device based on current.
