Is there any reason that I can't use a variable heat contoller to
dim (2) RAB 1500 watt halogen flood lights. The flood lights and controller are both rated 240v.

Depends on the type of heating controller. Some turn on for 30 cycles then off for 30 cycles or 1 second on 1 second off at 50% power. The lights might flicker.

If it is a straight PWM or SCR variable voltage control it would probably work. But there may be some "for intended purpose" listing issues.
