I am building a new service to an existing building from a new pad mount xfrmr.I installed a ground ring with rods and bonded the neutral in the new outdoor service panel.A new feeder w/ egc will supply the existing indoor switch gear. Is it required to bond the interior building steel and water from the new outdoor service panel or is it o.k. to keep the existing system intact to the existing indoor switch gear, providing i remove the bonding jumper.

I was looking at it this way.I established an outdoor GES with what i had available at the new service panel. No steel or water outside so i established ring and rods. Now i am running a feeder to the building like a seperate structure.Once inside, i make sure all existing electrodes are made.(250.32(A)).Is it possible to think of the existing building as a seperate structure when the service panel is outside.

IMO if the outside panel is not mounted on the building you are on the right track. At the existing building you need to remove the bond jumper(like you mentioned), separate the grounds & neutrals and land all GECs and bonds on the equipment grounding bar.
