outdoor junction box cover orientation

I have a large NEMA 3 junction box with a foam gasketed cover but no lip.
this we be installed outdoors with no protection from the elements.
is is permissible to install this box with the cover facing up? I have looked though the code and did not see anything saying a cover cannot face up. just want to make sure before we install it.

It would be per 110.3 (B).

I've used them but with the cover in the right orientation. If you're needing more protection, just run a bead of silicone between the cover/gasket and body.
