does any manufacturer make outdoor rated ground bar?

Commercial central plant, they want to install the main gear and ground bar on slab first, energy it... and build the pre-fab building to enclose them

Um, is the gear rated for outdoor use? If so, why can't the ground bus be located inside of the gear?

You cannot use the intersystem bonding bridge in the photo in post #3.

It's a good question, I wonder if the ground bar is required to be listed for wet locations.
