If you take a close look at one of the changes made in the 2005 NEC, it was made because of a tecnicality about the height requirement of circuit breakers.
Prior to the 2005 NEC, there is no restriction as to the height of circuit breakers as long as they are not being used for switching purposes. That is the reason for the addition of 240.24(A). In past editions of the NEC, the requirement for the height of circuit breakers was in 404.8(A), which only restricted the height requirement if used as switches. I would say that most circuit breakers are not installed as switches....HMM!!!
Now that we know this, if the jurisdiction you are in is following an edition of the NEC prior to the 2005, should it be allowed to install circuit breakers to be installed in locations higher than 6'-7''?
