outdoor service switchboard

From the electric company transformer I have to o to an outdoor switchboard roughly 500' to switch board in building. Do I need to run all grounds ( i.e. metal frame, water pipe, and ufer ) to the outdoor main switchboard or can I hit the switchboard in building and be to code? The out door switch board also feeds a central plant building. Any help would be appreciated.
 
You need to install a grounding electrode and the main bonding jumper at the outside service disconnet and run an EGC to the buildings along with the ungrounded and grounded conductors. You would bond the building steel and water pipe to the EGC at the building switchboard.
 
My experience dealing with SMUD and PG&E in California is that from the service transformer to the main switchboard, only the ungrounded (hot) and grounded (neutral) conductors are routed by the utility company, no equipment grounding conductor. However, we just provide the conduit and the utility company provides/installs their service conductors, so it is under their rules. If it was our service transformer, then we would run the EGC with the service conductors.
