Nec 426.50 says if branch circuit switch or circuit breaker is readily accessible then shall serve as the disconnecting means. In my case the branch circuit breaker is inside build second floor you would have to climb stairs so not readily accessible.

I am placing disconnects non fuse but nothing in 426.50 says disconnects has to be within sight or readily accessible unless branch circuit switch is meant to be the disco but that only says readily accessble not within sight.

I placed disconnects up hill next to incoming utility side building but snowmelting equipment is on front of the building outdoor steps.

Inspector is flagging it saying has to be readily accessible.

I'm not seeing why having to climb stairs makes the breaker not readily accessible.
The snowmelting equipment is outside. So someone who wants to shut off the equipment they first would have to climb stairs in which equipment is installed then once in bldg would have to climb second stairs to get to second floor then into electrical room where branch circuit breaker is for the equipment. Is all that readily accessible?
