Outdoor sub panel disconnect

Hello - We are looking to run power to a small detached building. Due to the function of the building, we need to place the 100 amp sub-panel on the outside of the building. All the outdoor rated sub-panels that we can find use main lugs. Is it required to have a separate disconnect for the entire panel? Or do the individual circuit breakers suffice as a means for disconnect since they are located outside the building and easily accessible?
 
We are not allowed to assist DIYers per forum rules. An electrician can assist you to make sure your installation is safe, or ask your AHJ when you get a permit
