Outdoor Sub panel question

A friend of mine has a commercial garage where he wants to add an outdoor panel about 200 ft away from the main. There is a pipe with #1 AWG copper already in the pipe from an old trash compactor or something that already goes in the direction of the proposed sub panel. The problem is there are only 3 wires. I would only put in a single phase panel outside.
So here's my question... can I pick up that old #1 AWG copper and go to the outdoor sub panel then drive 2 ground rods to get my ground? It seems fine to me but I can't see anything in the code that talks about anything like that.

Basically if we can save $ by utilizing the existing 300 ft or so of copper it would certainly help with these copper prices.

If you are under a NEC cycle before 2008, and you meet the requirements of 250.32(B)(2) you can do it.

If you are under the 2008, the answer is, you will need an EGC, see where 250.32(B)(2) has been removed.

Whether your under the 2005 or the 2008 you cannot simply drive two ground rods and connect them to your equipment grounding conductors. Under the 2005 you are permitted to bond the neutral at the subpanel as you would at a service. Under the 2008 you'll need 4 conductors or a metallic raceway, that serves as the EGC, with three conductors.

Just to make sure I'm clear on this, will this outdoor panel be located remote from the building containing the service, or will it be attached to the outside of the same building?

Good point. I assumed it was for a detached building, but it may not be which could change some of the responses.
