Outdoor traffic cabinet railing grounding/bonding requirement?

is there a requirement for the railing to be bonded? The railing is to prevent from falling. It's installed next to a traffic signal cabinet
 
What would energize the railing? No different than any other metal object next to any electrical equipment. Typically no bonding required.Thanks for saying bonding and not grounding
 
Bonding of the railing is not required. At least it wasn't back in 2012 when I stepped away from traffic signals.
