Outlet I don't understand

This outlet was in a HVAC control panel, Anyone care to explain this to me? The 2 red things on the right are tied to the grounding lug.

L to EGC.
N to EGC
A full set.
If the EGC went open they would put a 60V phantom voltage on the ground screw.
