Outlet needed for disposal?

In a state that requires an outlet for the dishwasher, do they usually also require the disposal to have an outlet also? My home state has both appliances hard wired . Thank you

When something is hard wired you still have an outlet (boundary between house wiring and load wiring). You just do not have a receptacle. What is the exact language of your state code?
If it is just the NEC, it is the outlet that is required.

Many of us confuse a " outlet " as being a receptacle device.

You need a disconnect, not a receptacle outlet. You can hardwire both appliances and still be code compliant. Practically speaking, cord and plug is an easy way to achieve this.
