Outlet Protectors

Are those plastic outlet protectors that you insert into the receptacle "listed" for the purpose, and would they satisfy 517.18 (C) of the 2005 NEC? Obviously, one product might vary from others; I just need to know whether any of them might meet these requirements. I am checking code compliance for an outpatient facility with a pediatrics ward, and I see lots of unprotected and/or tamper-resistant receptacles. I was hoping that installing the plastic protectors might be an inexpensive means of passing.

IMO I would just install TR recepts, but for code, it does say "a listed TR cover". Are these covers non-removeable? If they are, then it contradicts itself, no? I have never seen a TR cover to know what it looks like
