outlet / receptacle with USB charging ports

Will the outlets with USB charging ports use electric even when a USB cord or device is not plugged in?

I'm not really worried about the power consumption. I was wondering how safe it would be long term. Say if it was constantly on for 15 years.

I noticed little vent holes in the back of the outlet.

all depends on what regulator is being used to get 5vdc onto usb port. almost all regulators will have a no-load current, albeit small from u to m amps. i have not seen any where the dc ckt turns on only when a usb cord cap is inserted. since the dc side will vary widely from vendor to vendor, best to ask the vendor directly what their usb no-load power consumption is.
