What is the maximum ohms allowed when measuring from one outlet (3rd pin ground) to another (3rd pin ground), or to the earth grounding rod? Is there an NEC reference for this?

Huh? The short answer is no to both questions. You are talking apples and oranges. Earth ground impedance has no importance or meaning, and the NEC does not set a requirement between outlets and or GES. Realistically impedance between outlets and the grounbd rod should be low if it is installed properly of around 1-ohm but there is no NEC requirement..
