That said, someone could certainly just wire it without the neutral, but that would create a situation where equipment requiring the neutral could be plugged into the receptacle with not so good consequences.
This is why we have specific receptacle configurations- so only the correct plug can be inserted in the receptacle that provides the proper voltages and current for the equipment.

Yes an electrician will be installing this. I am designer trying to understand the data spec specifying 4 pole, 5W and the existing outlet installation has 3pole breaker that’s where I got lostPerhaps you should have an electrician do this for you.

You need to provide a 5-wire circuit: ABC-N-EGC. The ABC is fed from the 3 pole circuit breaker. The other two conductors are from their respective buses in the panelboard. They consider the neutral to be a "pole" of the receptacle; the breaker does not include the neutral.
