No. 210.52(C)(5) says the receptacles must go above the countertop. There is an exception that only applies for construction for the physcially impaired or for peninsulas and islands. I suspect that that exception would not apply in your situation. In any event, the exception limits us to 12 inches below the countertop.

Nit pick.

Actually it is perfectly legal to install a rec where the OP stated, it just can not be counted as one of the required counter top recs.;)
 
The counter overhang only comes into play for Kitchen req. outlets and they cannot be more than 12" down from the top of the island or peninsula if they are serving the kitchen. If the counter backs up to a living room then there is a requirement to install an outlet that is not part of the kitchen req. outlets and usually that is around 15" off the floor but is not req. to be that low.

Has anyone used the Carlon KPR15GBRZ pop up kitchen countertop receptacle? Carlon says it is ULed for countertops. I am wondering if this complies with 406.4 (E), (as they claim) and complies with 210.52 (C) which they do not address.
