Outlets in a countertop?

Is there any possible way to put receptacles in a kitchen island countertop FACE UP? I should mention there IS a very small sink in the island next to the cooktop, but the island is going to be concrete and will extend down the sides. We are putting an outlet on the side of the cabinets, but the owner wants to know if he can have an outlet on the OPPOSITE side of the cooktop (not next to the sink) face up, like in a floorbox of some sort, maybe with gaskets.

I was told by the wiremold rep. that Le Grand makes a pop receptacle that is gasketed and direct wired.

I think that's legal, but ill advised. Best to go with one of the new "pop-up" tombstones that are out lately for that purpose.

Receptacles in Countertops and Similar Work Surfaces in Dwelling Units. Receptacles shall not be installed in a face-up position in countertops or similar work surfaces.
