210-60 is clear about either arranging the outlet to the side, or providing a guard. Hotels have floor layouts, including the placements of the beds. True, the inspector will not take the time to determine if the layout is worry free, that's the electrician's and engineer's job. But, he will (if he is doing HIS job) inspect behind the beds at the final. If there is a problem with the outlet location he should red-tag the job until there is protection installed, or the outlets are re-located.
I always put a receptacle tester in every receptacle on every job at the final. If the location was wrong it was noted as well.
