Outlets required in commercial storage space?

I have a situation where a customer's building has been cited for various code violations, a number of which invlove pretty shaky wiring methods for some now torn out lighting and receptacle circuits in an unheated, currently unused, mostly unfinished 2nd floor "storage" space above tanning salon. There are stairs for access to this area. Could all of the bad wiring in this area simply be pulled out except for possibly one light controlled by a switch at the bottom of the stairs? Is there a minimum requirement for lighting and convenience outlets in this type of space in a commecial building?
 
Not as far as the NEC goes. being a commercial space there are few required outlets of any kind.

You may have some building codes that require illumination.
