outlets

hello,i have a question on outlets and codes on them. i want to frame out a part of my basement. i have 2 outlet boxes in the ceiling(why,im not sure). they are covered at the moment. i eventually want to have someone put electric put down there. my question is,can i run this back across the ceiling and down the wall,so i would have 2 outlets in that room? is there code to where they would run electric through the studs and put outlets every so many feet? im trying to calculate the cost of this,thx greg
